Most discussions around regulatory changes focus on what businesses need to do. This one is different — because it directly affects employees.
PERKESO has introduced Skim Kemalangan Bukan Bencana Kerja (LINDUNG 24 JAM), a scheme designed to extend social security protection beyond the workplace.
Based on official PERKESO materials, the scheme is scheduled to be introduced from June 2026.
Here is what it means in practice.
1. Protection is no longer tied to working hours
Under the existing SOCSO framework, protection is generally linked to injuries arising out of and in the course of employment — such as workplace accidents or commuting incidents.
LINDUNG 24 JAM expands this scope.
Employees will now be covered for accidents that occur outside working hours and are not directly related to their job duties, referred to as non-employment injuries.
This marks a shift from workplace-based protection to broader, round-the-clock coverage.
2. Coverage now follows the employee
The scheme provides 24-hour protection throughout the employment period.
This means coverage is no longer dependent on:
- where the accident occurs
- whether the employee is performing work duties
In practical terms, protection is no longer limited to the workplace—it extends beyond it.
3. Medical support is included
Under the scheme, medical treatment costs are financed by PERKESO.
This ensures that employees receive practical support when accidents occur, including those outside working hours.
4. Contributions — what to expect
To support this expanded coverage, an additional contribution will be introduced.
The contribution is:
- mandatory
- fully borne by employees
- paid by employers on behalf of employees through payroll
The rates will be implemented in phases:
- 0.75% for the first two years
- 1.0% for the next three years
- 1.25% from the sixth year onwards
5. There are still defined limits
While the scope of protection is broader, it is not unlimited.
The scheme does not apply to:
- accidents occurring outside Malaysia
- certain immigration-related violations
- self-employment injuries covered under Act 789
- domestic worker coverage under Act 838
- conditions caused by illness
Understanding these limits is important when considering the extent of coverage.
6. What this shift represents
LINDUNG 24 JAM reflects a broader approach to employee protection.
Instead of focusing only on workplace-related risks, it recognises that accidents can happen beyond working hours.
The framework now extends protection to cover a wider range of situations throughout an employee’s daily life.
