Malaysia Enhances Employment Insurance System Benefits from 1 October 2026

Malaysia has introduced enhanced benefits under its Employment Insurance System (EIS), effective 1 October 2026, providing greater financial, training and mobility support to eligible individuals who lose their employment.

According to the Social Security Organisation (PERKESO), the revised benefits apply to eligible insured persons under the Employment Insurance System Act 2017 (Act 800) who experience a qualifying loss of employment from 1 October 2026 onwards.

For employers and HR teams in Malaysia, understanding these changes is important when supporting employees through retrenchment, restructuring or other qualifying employment transitions.

What Has Changed Under Malaysia’s EIS?

PERKESO has confirmed four key benefit enhancements effective from 1 October 2026.

1. Early Re-employment Allowance

The Early Re-employment Allowance (Elaun Bekerja Semula Awal – EBSA) is now paid at:

50% of the remaining eligible Job Search Allowance (EMP).

This benefit supports eligible individuals who return to employment before exhausting their Job Search Allowance entitlement.

2. Training Allowance of RM30 Per Day

Eligible individuals who attend approved training can now receive a Training Allowance (Elaun Latihan – EL) of RM30 per day.

The allowance provides financial support while individuals undertake training to improve their skills and employment prospects.

3. Training Fee Increased to RM7,000

The maximum Training Fee (Fi Latihan – FL) available under the EIS has been increased to:

RM7,000

This provides eligible individuals with greater access to training and skills development as they prepare to return to the workforce.

4. New RM1,000 Mobility Assistance Allowance

PERKESO has also introduced a Mobility Assistance Allowance (Elaun Bantuan Mobiliti – EBM).

Eligible individuals who secure a new job may receive a one-off payment of RM1,000 to support their transition to a new workplace.

To qualify, the new workplace must be at least 100 kilometres from the individual’s residence. PERKESO states that the distance will be measured using Google Maps.

The allowance applies only to new job placements within Malaysia.

Who Can Qualify for the Mobility Assistance Allowance?

According to PERKESO, an applicant must meet several requirements, including:

  • experiencing a loss of employment that falls within the scope of Act 800;

  • reporting for duty at the new workplace;

  • having a new workplace located at least 100 kilometres from their residence;

  • meeting the applicable timeframe requirements linked to their Job Search Allowance or Early Re-employment Allowance approval; and

  • submitting the Mobility Assistance Allowance application within 60 days of reporting for work at the new workplace or employer.

The Mobility Assistance Allowance does not apply to individuals receiving the Reduced Income Allowance (Elaun Pendapatan Berkurangan – EPB).

Applicants must also provide a new employment offer letter or employment contract, together with confirmation from the new employer regarding the job placement.

How Can Eligible Individuals Apply?

EIS benefit applications can be submitted online through PERKESO’s LINDUNG Kerjaya Portal.

Applicants can also check their application status and claim decisions through the portal, with decisions additionally communicated by email.

For the Mobility Assistance Allowance, PERKESO states that approved payments will be made directly to the recipient’s bank account via Electronic Fund Transfer (EFT) within 14 days from the date of approval.

What Does This Mean for Employers and HR Teams?

While the enhanced EIS benefits are designed primarily to support individuals who lose their employment, employers and HR teams should also be aware of the changes.

During workforce restructuring or other qualifying employment transitions, HR teams may receive requests from former employees for documentation needed to support their EIS applications.

The new Mobility Assistance Allowance is particularly relevant because applicants are required to provide confirmation from their new employer regarding their job placement.

Employers hiring individuals who are eligible for EIS support should therefore be prepared to provide accurate employment documentation where required.

More broadly, the enhanced training and mobility benefits provide additional support for affected workers to develop new skills, secure new employment and pursue opportunities further from home.
