The Employees Provident Fund (EPF) is stepping up its engagement and consultation efforts with employers and key stakeholders in preparation for a major policy change. Starting with wages for October 2025 (contribution month of November 2025), employers will be required to make mandatory EPF contributions for non-Malaysian citizen employees.
Key Details of the New Legislation
- Effective Date: Wages for October 2025 (contribution month November 2025).
- Contribution Rates: 2% of monthly wages by the employer and 2% by the employee.
- Who is Covered: All non-Malaysian citizen employees working in Malaysia (excluding domestic servants*), who hold a valid passport and an employment pass issued by the Immigration Department of Malaysia.
Until now, EPF contributions for foreign employees have been optional. This expansion represents an important step in ensuring that all workers—regardless of nationality—have access to social protection, aligning with Malaysia’s broader goal of fostering fairness and equity in the labour market.

User Guide: i-Akaun Registration for Non-Malaysian Employees (KWSP App)
Non-Malaysian employees who contribute to the EPF can easily register for an i-Akaun through the KWSP mobile app. Start by downloading the app from the App Store, Google Play, or AppGallery. Once installed, open the app, follow the onboarding steps, create a nickname, and agree to the terms to get started.
For first-time users, select Account Registration / Activation and choose First Time User. Use your passport as the ID type, then follow the instructions to scan your passport, verify your details, and complete identity verification with a selfie. You’ll then set up your user ID, password, and security details, and receive a confirmation once your i-Akaun is successfully created.
If you have already registered your EPF membership at an EPF or SST counter, you can activate your account using the OTP option in the app. Simply enter your EPF number, key in the OTP sent to your phone, and complete the setup steps including your user ID, password, and device linking.
If you encounter issues such as system errors, passport scan failures, or selfie verification problems, try again later or visit the nearest EPF office for assistance.
